To prevent abuse, protect consumers’ rights, gain needed new revenue, and end the failures of modern-day prohibition, House Financial Services Committee Chairman Barney Frank has introduced the Internet Gambling Regulation, Consumer Protection and Enforcement Act (H.R. 2267). This urgently needed legislation would:

- End Modern-Day Prohibition. Banning alcohol 80 years ago did not stop drinking — it just sent it underground, leaving Americans unprotected against fraud and underage abuse. Banning Internet gambling is similarly harmful.

Safeguard Against Compulsive Gambling. All licensed operators would be required to implement a comprehensive responsible gambling program, utilizing tools to enforce controls to limit the amount of money wagered or lost.

Protect Children. All licensed operators would be required to use state-of-the-art age verification technologies and other enforcement mechanisms to keep minors away.
